Answer:
1. If the obligor has one condition of items on Paragraph 1, Article 17, the Administrative Enforcement Law, then Administrative Enforcement Branches will order the obligor to offer quantities of warranty, to achieve in a validity period. In the meanwhile, Administrative Enforcement Branches can restrict the obligor’s residence and exit whatever how much taxes the obligor owed.
2. After discharging all taxes or offering warranty, the obligor can apply release the restriction of exit at Administrative Enforcement Branches.
