Answer： Unless obligors report current residential address by themselves, Administrative Enforcement Agency can only send delivery to obligators’ registered addresses, business places and working places. If delivery cannot reach the mentioned places above, Administrative Enforcement Agency can choose public delivery, according to Administrative Enforcement law article 78.
